Eligibility for affordable housing is based on the annual income and family size. It is limited to U. S. citizens and certain categories of non-citizens.
Section 8 Program
Rental Voucher Holders select a unit from the private rental market. Rental assistance makes market rate housing affordable. Program participants normally pay no more than 30% of monthly adjusted income towards rent and utilities. The Housing Assistance Payment subsidizes the balance of the rent to the property owner. The Section 8 Program serves a total number of 1,041 families, and includes a Project Based portion which serves 145 families of aged 55 and over.

The Family Self-Sufficiency Program promotes employment and increased savings for families served through the Section 8 subsidized housing program. It also helps them to become economically independent, get jobs, further their education and eventually purchase a home.
